Yes, it's correct that the Apache model works very well for infrastructure software, that can be used in many different domains. As other have mentioned, however, we do have a few projects which are successful in more specialized and domain-specific areas. One thing to note is that, contrary to other similar foundations, the Apache Software Foundation does not have a technical strategy. We are here to provide a neutral space for people to collaborate on our projects, but from the foundation's point of view we don't really care what kind of software those projects create.
