Karl Pauls resolved FELIX-5329.

Resolution: Fixed
I fixed the java8 packages and added the java9 packages Richard listed in
r1783187.
However, I used the uses constraints from the java8 packages for the java9
packages (and added the ones for new packages myself). We likely will have to
revisit java9 packages uses constraints at a later point - the tricky part is
that there is no rt.jar anymore.
