Karl Pauls resolved FELIX-5800.

Resolution: Fixed
Done in r1829104. In a nutshell, we now get the exported packages from the
modules directly. Optionally (if FelixConstants.CALCULATE_SYSTEMPACKAGES_USES =
"felix.systempackages.calculate.uses" is set to "true") we calculate the uses
constraints as well.
This will need some documentation.
