Hey all,

I dropped the IP Clearance ball on Fineract CN, and I'm just now
picking it up.  I've started filling out the necessary form here:

The two points which are open (and which I've been working on for the
last three days) are:
* Check and make sure that for all items included with the
distribution that is not under the Apache license, we have the right
to combine with Apache-licensed code and redistribute.
* Check and make sure that all items depended upon by the project is
covered by one or more of the following approved licenses: Apache,
BSD, Artistic, MIT/X, MIT/W3C, MPL 1.1, or something with essentially
the same terms.

In order to do this, I've touched every repo in Fineract CN except
mobile.  I've added rat checks to the java projects, I've run the
licensing checks available via npm on the fims UI.  I also updated
over 1000 files in fims-web-app, and fims-e2e with new license
headers.  At this point I need another pair of eyes.  I'm going to
give you all until next Monday to look over the fineract-cn repos and
give me feedback on whether I've missed something.

After that, I will now post the IP Clearance thread to the incubator
mailing list.

Note that we still need to do the same for Fineract CN mobile as well,
since that is a separate code grant.
