Generally, I feel like doing a final patch release of the then-not-supported minor version (here 1.15) _after_ the release of a new minor version (here 1.17) sounds more reasonable process-wise because that way we are sure that any even minor commit is included in that final patch release and nothing is "left hanging". It would be more of a "flush-everything-out" patch release before transitioning the minor version into its final unsupported state.
