In the Apache projects where I'm active people assign a ticket to
themselves only when actively working on it - it's fine for tickets to
remain unassigned.

Not everyone is willing to create a ticket and fix it by their own. Often 
developers who creates tickets wants to be only user. Of course I can be 
responsible for some tickets, that I created or that others created but not to 
all of my > 180 tickets.

You will be a responsible person. Everyone will be responsible.

The idea ultimately will be that we'll probably form different groups
responsible for different areas and the tickets will be assigned
accordingly.
