I'm not an IT but a banner at the top of the page to warn the slowness 
seems like a good start.

This issue has been discussed for weeks on this list, thus subscribers 
are well aware.
The team is facing professionals seeking to disrupt or abuse the system 
for whatever purpose and there are only volunteers to fight that.
Fixes are tested and they are believed to be efficient when applied, 
thus, no real gain to post something that is expected to no longer 
occur.
Of course it can be frustrating but that's life. Hopefully, most users 
understand that.

I agree with Francis: those who have ever done any low level programming 
appreciate the amount of work you have put into this attack, for it can only be 
so described.  For many less experienced, computers are "magic boxes", and they 
do not realise the detailed thought and effort that goes into their problem 
solving.

some help from Infra to get it properly installed.

This approach to delete excess anonymous sessions has proven effective in 
clearing delays.

I hope that the server will be stable in a day or two.

Other NL forums has not have this huge number of guests.
Maybe a solution will be to declare all these bots into the forum ACP.
A registered bot has restricted access and cannot download any attachments.
This could reduce traffic.

I currently lack time to deeply figure out the fpm issue, but one thing to 
adjust is the fpm configuration to more aggressively restart fpm threads to fix 
memory leaks. I’m currently suspicious about Wiki plugin leaks.

I think that the fpm configuration needs some tweaks. It will take log analysis 
and maybe watching the box with `top`
