When you execute length('') at the prompt it returns null when it should 
probably return 0.

e.g.

0: jdbc:phoenix:localhost:2181:/hbase>select length('');

 : jdbc:phoenix:localhost:2181:/hbase>

  was:
When you execute length('') at the prompt it returns null when it should 
probably return 0.
