Ernest Allen closed DISPATCH-1018.

Resolution: Resolved
DISPATCH-1017 accomplishes the goal of this Jira. The console no longer needs
an 'npm install' step after installation. Once the router is built and
installed, the console is immediately available if an http: true listener is
present.
