Currently, the Broker's default configuration relies on the contents of
external {{${QPID_HOME}/etc/passwd}} file. This makes the configuration
fragile. Errors occur if {{$\{QPID_HOME}}} is unset or files absent. The
default configuration should be switched to use a built-in password database
and the {{etc}} directory eliminated from the assembly.
