Ted Ross resolved DISPATCH-505.

    Resolution: Fixed

The underlying problem was that credit was not replenished for unroutable 
deliveries arriving on anonymous links.  The HELLO messages were not the 
problem, but control messages sent to a specific router were occasionally 
unroutable due to in-process topology changes.
