All our builds should have "Delete workspace before build starts"
checked out, in this case I have changes goal from "package" to "test"
as the rat-plugin doesn't support JDK9+

Sometimes our Jenkins jobs need a "workspace wipe out" to back to normal. It 
sounds like something like a concurrency issue with other builds, I guess. We 
should see.
