Ok!  I implemented it so any Dependency Upgrade JIRA marked as superseded is 
eliminated from the release notes.  This eliminates what we were seeing with 3 
different versions of Tomcat listed and two different versions of MyFaces.  The 
new release notes are live:

 - https://tomee.apache.org/9.0.0-M7/release-notes.html

Sending out the "[ANN]" email shortly.

Ok, here's the current status:

 - TomEE 9.0.0-M7 is on the mirrors and on the download page:
   http://tomee.apache.org/download.html

 - TomEE 8.0.7 was put on the mirrors, left for a bit, then removed.  It's 
available in the archive:
   https://archive.apache.org/dist/tomee/tomee-8.0.7/

 - Draft release notes for 9.0.0-M7 are available here:
   https://tomee.apache.org/9.0.0-M7/release-notes.html

Remaining work:

 - Clean up "Dependency upgrade" section of release notes to reflect actual 
dependencies in the binary

+1 for David's proposed strategy how to handle the identified regression. That 
should prevent many surprises for 8.0.x users in the community which was my 
main concern why I voted a „0“ this time.

I’m optimistic that an upcoming 8.0.8 release will shine again. I can provide 
feedback once 8.0.8 staging binaries are available and a vote is open, or via a 
virtual coffee with Richard (Z).

Sure, no reason to publicly release 8.0.7 binaries if they are too
much in regression vs. 8.0.6.

Regarding skipping TomEE versions like Tomcat site does, here's my two
cents: whatever works well for Tomcat for so many years should be
imitated!

Then we can simply leave it off the website and make sure to keep 8.0.6 on the 
mirror system.

We wouldn't be able separate them 9.0.0-M7 uses all the 8.0.7 binaries and is 
created via bytecode transformation.  If we were in a situation where 8 was 
good and 9 was bad, we could separate them and just abandon the 9 binaries.  
Just not the reverse as the 8.x binaries are 95% of what goes into 9.

This seems like a good idea, but the current vote is for 3 sets of artifacts 
and if it passes would we be obligated to release all to the mirror system?  Is 
it too late to have independent votes for the 3 sets?
