license change for perl-DateTime

I've just bumped perl-DateTime to the latest upstream version in rawhide. This brings a license change from GPL+ or Artistic to Artistic 2.0 and (GPL+ or Artistic). I'm also looking at unbundling DateTime::Locale and DateTime::TimeZone from the perl-DateTime rpm so with luck, this should change
