- If the update does not carry ABI changes (and hence soname bumps), a
rebuild of QGIS is not needed
- If The update does carry a soname bump, it should be avoided in stable
releases

From my understanding, you either have to be the maintainer /
co-maintainer of QGIS or a provenpackager to initiate the build.
If you are neither of those, then you need to ask the maintainers of
QGIS or a provenpackager to do the rebuild in your side-tag.
