Why people disable the repo, I do not know. I might have a slight notion. However, you cannot upgrade from Fedora 29 to Fedora 30 with Modular repositories allowed. It fails with an error similar to what Mirek has reported. Disabling modular repositories fixed the problem and an upgrade was
