The guidelines for packaging static libraries were amended to indicate
that the -static package should require the -devel package:

just FYI - I've rebased openssl package to upstream 1.0.2a version. This
version brings a few new features over the 1.0.1 branch that we had. The
version is backwards API/ABI compatible so everything built on 1.0.1
branch should work fine with 1.0.2 branch versions.
