It BuildRequires gcc, which BuildRequires dblatex, which BuildRequires python-which. As Jason L Tibbitts III noted on IRC, the "culprit" here is dblatex, which depends on python2-which and since gcc depends on dblatex, that drags in nearly everything. There is a pretty simple short term fix for this though: dblatex upstream has been bundling python-which for over a decade, which is being reverted in the Fedora package. Since python-which is dead upstream, I see it as the lesser evil to not patch the bundling. Also, dblatex will probably go away anyway, as was noted previously on this list (it does not appear to be dead though, there has been a bugfix release less than an hour ago).
