sphinx-build in Koji launches what's available in python3 or python2 
sphinx package - I haven't found a rule here.


In mock, it just runs the default /usr/bin/sphinx-build aka python2.

This might b the difference here.

CCing Toshio, because the sphinx-build feature with modules / 
alternatives or whatnot was AFAIK created by him, so he might know 
what's going on.
