Over 450 fonts available in the fonts grouo Minimal font set is a hugely subjective question that depends on whether you care about missing glyphs on internet pages or not, if you feel emoticons are a must have or useless frills, if you just want to display text in app windows, or compose and print documents, if you want math/tech/symbols, if you want coding/monospace glyphs, if you want a wide selection of font faces or just bold/italic, if you want windows compatibility or not and so on. That's why the default Fedora font set is so big. If you try to cut it down, you'll also sacrifice some usages. It depends on which subset of Fedora (Workstation using GNOME, Server, Minimal, etc.) and what data you ask it to process. Some servers which run Fedora never render any fonts at all. Or, under Fedora Workstation using GNOME desktop environment, then you might try to view a web page, or print a .pdf file to an attached non-Postscript printer, that could "require" an arbitrary font regardless of locale.
