The @fonts group contains the following default fonts:
aajohan-comfortaa-fonts
abattis-cantarell-fonts
dejavu-sans-fonts
dejavu-sans-mono-fonts
dejavu-serif-fonts
gnu-free-mono-fonts
gnu-free-sans-fonts
gnu-free-serif-fonts
google-noto-emoji-color-fonts
google-noto-sans-cjk-ttc-fonts
google-noto-sans-sinhala-fonts
google-noto-serif-cjk-ttc-fonts
jomolhari-fonts
julietaula-montserrat-fonts
khmeros-base-fonts
liberation-mono-fonts
liberation-sans-fonts
liberation-serif-fonts
lohit-assamese-fonts
lohit-bengali-fonts
lohit-devanagari-fonts
lohit-gujarati-fonts
lohit-gurmukhi-fonts
lohit-kannada-fonts
lohit-odia-fonts
lohit-tamil-fonts
lohit-telugu-fonts
paktype-naskh-basic-fonts
paratype-pt-sans-fonts
sil-abyssinica-fonts
sil-mingzat-fonts
sil-nuosu-fonts
sil-padauk-fonts
smc-meera-fonts
stix-fonts
thai-scalable-waree-fonts
(All others are optional, i.e., not installed by default.)

Of those, the following are there to cover some specific non-Latin scripts:
google-noto-sans-cjk-ttc-fonts
google-noto-sans-sinhala-fonts
google-noto-serif-cjk-ttc-fonts
jomolhari-fonts
khmeros-base-fonts
lohit-assamese-fonts
lohit-bengali-fonts
lohit-devanagari-fonts
lohit-gujarati-fonts
lohit-gurmukhi-fonts
lohit-kannada-fonts
lohit-odia-fonts
lohit-tamil-fonts
lohit-telugu-fonts
paktype-naskh-basic-fonts
paratype-pt-sans-fonts (Cyrillic)
sil-abyssinica-fonts
sil-mingzat-fonts
sil-nuosu-fonts
sil-padauk-fonts
smc-meera-fonts
thai-scalable-waree-fonts

And the following are there for general glyph coverage of various non-Latin
scripts (see https://bugzilla.redhat.com/show_bug.cgi?id=868547 ):
gnu-free-mono-fonts
gnu-free-sans-fonts
gnu-free-serif-fonts

This leaves the following for the Latin script (and international symbols):
aajohan-comfortaa-fonts (used in some Fedora artwork)
abattis-cantarell-fonts (GNOME default font)
dejavu-sans-fonts (Fedora default font)
dejavu-sans-mono-fonts (Fedora default monospace font)
dejavu-serif-fonts (Fedora default serif font)
google-noto-emoji-color-fonts (emoji symbol font)
julietaula-montserrat-fonts (used in some Fedora artwork)
liberation-mono-fonts (metrically compatible with Courier New)
liberation-sans-fonts (metrically compatible with Arial)
liberation-serif-fonts (metrically compatible with Times New Roman)
stix-fonts (mathematical symbol font)
The exact minimum set of fonts you need depends on your use case, but should
be a subset of this list (though individual applications may need some
specific other font, but in that case, they will drag it in as a
dependency).

Are you asking what default installed fonts can safely be removed for

Over 450 fonts available in the fonts grouo

Minimal font set is a hugely subjective question that depends on whether
you care about missing glyphs on internet pages or not, if you feel
emoticons are a must have or useless frills, if you just want to display
text in app windows, or compose and print documents, if you want
math/tech/symbols, if you want coding/monospace glyphs, if you want a
wide selection of font faces or just bold/italic, if you want windows
compatibility or not and so on.

That's why the default Fedora font set is so big. If you try to cut it
down, you'll also sacrifice some usages.

You can try to install just the dejavu set (good all-purpose european
set), or just cantarell (if you only want to do a few app screenshots
and do not care about coverage), but it will almost certainly be
unsatisfactory in some cases.

Another useful answer: GNOME uses Cantarell by default.

What are the minimum fonts required for Fedora 28/29 with en_US locale?

Please ask a better question.

It depends on which subset of Fedora (Workstation using GNOME,
Server, Minimal, etc.) and what data you ask it to process.
Some servers which run Fedora never render any fonts at all.
Or, under Fedora Workstation using GNOME desktop environment,
then you might try to view a web page, or print a .pdf file
to an attached non-Postscript printer, that could "require"
an arbitrary font regardless of locale.

Here's how to get one useful answer: Download Fedora Workstation Live,
boot it from a USB flash memory drive (or in a Virtual Machine, etc.),
login and run
rpm -ql $(rpm -qa  |  grep font);
in a Terminal session.
