I found the origin of this change to be the following commit: https://src.fedoraproject.org/rpms/kernel/c/b65f9ed036fca30c0684bfc6fe72d72a53e9867a?branch=f21 (which is a revert of a revert to remove the kernel-doc subpackage). The commit also suggest that the package might be a candidate for a

I recently had to perform a bit of development/research where I often had to take a look in the kernel documentation. Most of the time was spend offline so I wanted to download the `kernel-doc` package however it does not seem to exist. Some old fedora documentations still refer to it however
