Everything should be back to normal now. Most of the repos metalinks we fixed last night and we fixed the rest this morning. We now have tools to find and fix these so if this happens again we will be much better ready to fix it faster. http://www.scrye.com/wordpress/nirik/2015/06/20/mirrorlistmetalink-woes-now-fixed/ has some general information about the problem, expect a more detailed post probibly next week. I have actually seen this happening for two days now, I don't have any output to hand but a dnf update seems to intermittently hang for a long time and eventually fail. So, the current status is that things are mostly back to normal/working, however there are still a few repos that we have old metalink data for (fedora 22 updates testing x86_64). We are working on updating all those and hopefully everything will be back to normal later today. http://status.fedoraproject.org/ will be updated once those last few repos are synced.
