Yes, this is correct.
More recent OS builds have Browse and Firefox pick up their settings
from the GNOME settings instead of needing to go to about:config. To
do this, go to System -> Preferences -> Network Proxy.

I have tested the XO-1.5 build and it boots fine and you can change the
language to Kreyol (Haiti) in the control Panel or just add the .i18n file in
/home/olpc/

There are still a few strings missing - but as far as I can tell the situation
in the build
I am trying to connect XOs in a school which as a wireless network with a
hidden SSID. Additionally, the school requires proxy settings to establish
internet connections.
Can someone help me with this?
