If you happen to do this in the next couple hours, there is a bug in the 
PatternFly
RPM that I will fix shortly. To work around:

cd /usr/share/patternfly1/resources/css/
sudo rm styles.min.css
ln -s patternfly.min.css styles.min.css 

and refresh the page.

Is there an infra ticket for this, so these packages get build
automatically for releases and the specfiles with the dependencies
are updated as well?

 the release packages will be in the wild for some time
 so there should be a stable link available which will not change
 every X weeks.

Great questions.

PatternFly team has committed to keeping this repo stable and up-to-date 
long-term.
It will be their official yum repo (until they get the project packaged in 
Fedora,
but that will be super difficult).

And from what I understand about copr, the repo link shouldn't break ever.
