Note that this adds the concept of 'frozen' releases, which will: * show a warning / note for those releases to explain that it's frozen and updates will stay in testing unless cleared by QA as fixing a blocker/exception. * allow releng to use the same automated push process, meaning that updates pushes will stay at the same time (00:14UTC) as always.
