It looks like this update was created on the day the beta freeze
started. There was also a problem with getting packages signed on that
day, so bodhi probably just timed out when trying to submit this
update to "testing" and "stable" ... (though that's only my
interpretation of events; the same thing happened to one of my
packages, I also had to "submit to testing" manually).

There was a point at which the update was automatically created but not
automatically submitted to testing.

I think it should be possible to have "fedpkg build" print something
like "do not forget to submit this build to bodhi, otherwise it will
disappear into the void" after a successful build if the build target
is either "*-candidate" or "*build-side-*"? Some might ignore the
message, but for others, that would be a helpful reminder ...

Perhaps we could make it more clear that auto-created updates are turned
off at that point as well?

indicate this by setting the Bugzilla tracker to the ON_QA state. F38
enters beta freeze today. Any updates that need to land in the beta
release will require an approved freeze exception or beta blocker.

The current beta target is the early target date of 14 March.
