Fix the TCP forking sequence.
Keep the TCP-main the last forked process, to be sure it inherits all the
communication sockets from all other OpenSIPS processes.
Credits go to Razvan for reporting.
Alternative fix for 9fd451fd684ed3c9133bcc0e896de8d28ad45208
