With only three candidates in the clocklist that's likely the reason it
doesn't pick a system peer.  You'll want to set the tos minclock to a
higher value, I'd suggest maybe two times the minsane value.

tos minsane 5

There are pool servers.  There are no non-pool servers.  It starts out with 
lots and lots of them, then prunes back the extras until it gets down to 5.

This is from far enough back to have the min/max poll bug.
