I have not much experience with 'packaging' (as it is called now). I think though it is virutally impossible to not inclulde it in 1.8. It was presented in nearly every meeting, and it is one of the most prominent open projects. It is also presented on mmbase.org. So, if it is up to me, I'd say that it should definetly be included in 1.8, if necessary with a remark that it is 'beta' or 'experimental' or so.
