this as a larger problem for porting qt to a non unix platform.
I get the reason why ICU is a good idea for supported platforms, but is there
a reason to enforce it on all platforms?

No bad idea, 2008 is the last version supporting anything older than the new
WEC2013 which we don't support yet, so its not likely to drop in the comming
years without dropping CE support too.

need to know which renderer to use, usually there is a switch in software if
they have different rederers so the user can change them if they don't work
as expected. I have never really seen any runtime detection that works really
well.

quite a bit of money too get what they need if it
actually helps.
And yes of course we would like to use newer compiler versions, but in most
cases with the option c++11 support how much extra pain do we have? Embedded
is just not like desktop that even goes for gcc on linux.

problematic haven such a mix leading to unpredictable behaviour from a
programmers view. Qt could then not say, vs2013 is the base, but only
vs2013 compiler with vs12012 std libary. Sound crazy...
