The test was flawed.

so qtdeclarative should now be working OK on 5.11.
Naturally, dev shall need an upmerge ...

Hi,

Any attempt to stage a change for declarative or qt5 in 5.9 or later will fail 
with a test failure in the ecmascript tests. Do not bother restaging, it will 
continue to fail until a fix is submitted.

The issue is related to the tests expecting to run in pacific time, the CI 
machine being in finish time, since today the US obeys summer time and the 
tests attempt at overriding the time zone Qt detects from the system to be PST 
fails and results in a test failing.
