This is often caused by old cached versions in your machine.
As usual, if you are having problems.
1) Take a look at the Tomcat log of DHIS2. Do you see any exceptions when
you try and access the event report?
2) If you see nothing, open up the Developer tools of your browser, and

it could transform the shapefile content and pipe it into the GML importer
