Cannot import multiple events (CSV format) through the API. Looking at
the stacktrace (attached), this appears to be because the import is not
recognising line endings for the CSV. If you load one event at a time,
import works fine.

I can reproduce this as well. It seems a number of authorities have been
removed.
Have informed the developers in Oslo, but for the time being, it seems to
be broken in 2.22 without the ALL authority.

I don't know how this is implemented. Yes, it doesn't make sense to bump
the version while there is no change in the program.
Otherwise, we need the program version. Even't capture updates its cache of
programs based on version.
