Just connect DHIS to an empty Database, it will auto create empty tables on
its own.

If I understand you correctly, you have three Data Elements that are all
disaggregation of a particular Data Element X.
Your initial design was that you created each of the DEs (A, B, C) as
individual Data Elements.
