This is a bit of a duplicate of a previously reported bug
https://bugs.launchpad.net/dhis2/+bug/1085070, but slightly different.
If you have control over the SMTP server, you can change/add the port to
587, and create a user for sending the emails as a workaround.

The workaround sounds doable but we should make this more sensible anyway.
Defaulting to localhost:25 with no authentication.
