Hi,

So far, time is not considered for filtering everywhere. It is a little
complicated to deal with timestamp / timezone. There is internal discussion
about it ... a solution is yet to come.

We are using the endpoint trackedEntityInstances and we want to filter by date 
and time using lastUpdatedStartDate=2018-10-30T18:05:00 but it doesn't take
