The config file up to version 2.21 was called "hibernate.properties"

connection.dialect = org.hibernate.dialect.PostgreSQLDialect
connection.driver_class = org.postgresql.Driver
connection.url = jdbc:postgresql:dhis2
connection.username = dhis

Your dhis.conf should look like this:
