Try with a blank db. If it works, then check with few orgunit, if it still
works, switch to this current db. If the problem occurs, make sure your
orgunit table is valid. As far as I get you used a manual tool to
automatically insert to this orgunit table

Yes, I have loaded the table manually, but it works fine upto level 9, as
soon as the final level 10 orgunits are added, the app does start but on
browser I get 404 message.
I have created another DB, loaded each level step by step and the app works
until level10 units are added.

I exported data from DHIS2 version 2.17 and importing it into 2.18 instance.
The dry run runs successfully but the actual import has been running for hours
without completing. Anyone ever faced this?
The hold up seems to be with importing 8,800 org units

I am quite sure that level is not the problem. Obviously, when moving from
level 9 to 10, the number of orgunits surges from 80 to 100,000 which is
more than 10 times. The number of orgunit matters here. I expected heap
memory problem here but the log did not say so.

Hi Henri, I am guessing the data that you entered for those fields is ZERO?
if yes first try enter other than zero and check is it saving or not.
If that solves the problem then if you really want to save ZERO in the
database then goto dataelement management and edit the dataelements for
which
also try giving more memory to Java,
eg Xmx2048M or -Xmx4096M (assuming you have a lot of RAM)
Is it Java 8?
