For users that need both data entry and to view reports, you would assign
both roles. For users which only need to view data, they can do this with
the data set reports and not be able to modify the data. Thus they would
not need the permission for data entry.

Hi Carlos,
If you need a class of users who just need to see the data, then use the
data set reports. Create two roles, one with data entry permissions and
the other with permissions to view data set reports.
