2.25+) you can go to import-export module, then select metadata dependency
export, and then the data set you want exported.

What do you mean by only codes? If you select TB program, range 2016-2017,
include descendants, then select format (json, xml or csv), it will give
you the event data (including data value)

Do you get any errors? it should be possible, it will take the first file
in the zip file and use that (so it would be best to always only have one
file)
