If you are using the Tracker (individual data domain) use program indicators,
but if you are on aggregate domain i.e. collecting aggregate data like mean,
average etc, use Indicators.

I don't think it is a bug,we are currently running that same version. which
browser are you using? I experienced the same when I was using Mozilla, use
