OK, I have gotten one machine's tomcat logs. The critical error message is

However, DHIS2_HOME is set, properly, to C:\DHIS2

And DHIS does not use ODBC. You must set the connection on:
hibernate.properties
On your instructions file step 2 has the file hibernate.pro
