mir-algorithm v0.8.0 release
## New modules - [mir.graph] (3) - [mir.graph.tarjan](4) - [mir.ndslice.fuse](5) - [mir.qualifier](6) ## New API - [`mir.series`](7) (former `mir.timeseries`) was enhanced with map like primitives and `merge` function. - [`eachUpper`](8) and [`eachLower`](9) was added to `mir.ndslice.algorithm` by @jmh530 - [`antidiagonal`](10) was added to `mir.ndslice.topology` - ndslice overloaded operators was improved.
