If its on 7.088 it is illegal in any region or country that are members of the ITU.  Its quite possible its a multiple of another freq which has gotten out of hand and is transmitting out of band.  Indeed, call the FCC and report such signals.  I have done so many times in the past and eve

Bill,   Sounds like wide-shift RTTY, 850 hz split, 75 baud.  If it is military, then you have a guarantee that it's encrypted.  Can't say who's military it is.  Don't have crypto here at the house!   You can give the FCC a call.  There might be an outside chance that it might be U.S. military.

I did not participate in PSK Fest. But had six QSO's on Olivia and enjoyed nice chat QSO's. Seems the others felt as I did and are not contesters. For most QSO's 500Hz 8 Tones worked as well as 1000Hz 32 tones. 500Hz 8 tones "moves along" faster and takes less spectrum. 73, Jerry - K0HZI
