UART
I have a 718, use XP, Digipan, and a Targus USB/Serial adapter. My rig
goes into transmit if I plug in the adapter and the serial port in
Digipan is not selected.

Check Digipan, Configure, Serial Port, make sure that only RTS or DTR
is checked, not both, check the instructions for your interface as to
RTS or DTR is used for PTT, also do not use CI-V for PTT.
