I would say yes - I recently registered two Palm Treo phones with them - and I only have about $8 remaining on my balance. Some phones still try to reach out (BREW, etc), so if you can disable the phone-on capability, and just have the device in wifi mode, the PagePlus balance should NOT

I have no experience with them but I have been hearing about ting.com. They use the Sprint network. You have to buy the phone from them (full price) and then choose your service levels. You can choose (mix and match from 6 plans) the number of minutes, text, and data that you want. Jim
