The latex articles are needed for IPOL because of our copyediting. If
the other journal accepts our format, they can just publish the same
PDF.

Concerning the second, yes, all workshops are encouraged and will play the
role of (not yet formatted) preprint and of support demo to papers
submitted elsewhere.
