A web search revealed some sites that target that niche. Among them: http://nextsprocket.com/ http://www.fossfactory.org/browse.php But each has less than 50 open bounties: not very promising, IMO. I think the bounty system is sometimes perceived as discouraging to developers that do not participate in it.
