Given the interest, maybe the 'OSGeo people' who are already involved could organize a BOF session, and also do some presentations. If there are 'local' resources such as Canadian municipal/provincial/federal managers(or perhaps even better, people from their legal departments) who could attend, then perhaps they could also participate in the BOF/presentations.
