I believe the test should be:

Is this a local issue? If so, it should be handled at a local level, by the
local chapter.

Is this a global issue? Something that is applicable to all local chapters,
and that most local chapters are likely to believe in?  If so, then the
glocal OSGeo should make a statement. A statement from a large global
organisation hold greater weight and has the potential for greater impact.
This will make lobbying at the local level more effective as it will help
locals can say "this is a global issue, you should be thinking about it in
our region too".

Based on that logic, I think OSGeo should sign.

Thanks Maria, I will fill in for GeoTools.

I liked the format where we got all the projects up on stage and passed the
microphone to keep the pauses down, I set up the slide deck with that in
mind.

For projects we ask that project officers (or their representative) attend
that AGM or make plans to attend a board meeting - we really want to know
how the project is doing (looking for more a project *team* update, rather
than a summary of new features). Even if you cannot attend the AGM please
add a slide into the mix anyways (as these slides are very useful after the
event to share what is going on). Indeed you can have more facts on the
slide than speaking allows time for.  As a board we are looking to see if
the budget provided has been effective and what challenges/opportunities
the team is looking towards.

The AGM also includes community projects that are joining us this year, if
you need access to edit please request.

I think we can do both.

I mean: OSGeo should sign it (from my perspective) because it is
saying the same thing we say all the time: FLOSS is better :)

And at the same time, we can use the European Chapter to talk to the
FSF(E) if this is an european initiative to lobby and if we can join
forces. Or what is the purpose of this (I guess they are not going to
collect signatures and just wait for something to happen). Whatever
the FSFE has in mind, we are probably interested in it.

walk the plank[2] out of the scenario. I won't make exceptions because
that means that the latest groups will have less time (or no time) to
shine. If I have to cut a phrase in half, don't doubt it, I will.

We won't know how much time each team will have until we know how many
teams are going to present. But considering previous years, in
average, you will have 45 seconds, including the time to enter
scenario and moving out. This means: every speaker has to be already
on the back of the scenario while the previous presenter is talking.
Don't wait for any moderator to introduce you, just start talking when
the previous speaker is done. You only have one minute for everything
you are going to do on the scenario. If you are not on the scenario
when your time starts, you may not be able to present.

I will contact each group in the following days to make sure everyone
is aware, but don't wait for me to start assembling a team to work on
this!
